 New Virginia State Laws in Effect
Several new state laws took effect on July 1, 2025. Changes include a requirement for all adult passengers to wear seat belts in moving vehicles (HB 2475), stricter penalties for drivers who fail to stop for pedestrians (SB 1416), and measures to assist residents with special needs through updated DMV protocols (HB 2116). Other changes include new mandates for cell phone use policies in schools (HB 1961/SB 738), and guidelines on how parents should be notified of any suspected or confirmed student overdoses (HB 2774/SB 1240). Additionally, social media platforms are now required to verify the ages of users under 16 and limit their usage (SB 854), and any minor participating in content creation must now be compensated (HB 2401/SB 998).
Intergenerational Workshop Series

The Fairfax Area Agency on Aging is hosting a free series of virtual intergenerational workshops designed for family caregivers and their loved ones of all ages. Upcoming sessions include:

- Cooking 101 for families: July 18
- Interactive drum circle: July 25
- Hands-on art workshop exploring collage and mixed media: August 1
These workshops focus on connection, creativity, and well-being, offering something fun and engaging for the whole family.

 The ENDependents Social Group Returns!

Counseling for Domestic Violence and Sexual Assault in Fairfax County
Fairfax County provides free counseling and clinical services to survivors of domestic violence, sexual assault, human trafficking, and stalking. Support is available for victims, their families, and those who have caused harm. Services are available in both English and Spanish and include individual counseling, family therapy, and group sessions for individuals ages four and up. Sessions can be held in person or virtually via telehealth.

The U.S. Justice Department has reached an agreement with the Montcalm Area Intermediate School District in Michigan that will address the way the district unfairly treats students with disabilities. An investigation found that students with disabilities were secluded or restrained more than 2,400 times, often improperly, as punishment for typical behavior that didn’t need emergency responses, violating the Americans with Disabilities Act (ADA). Under the agreement, the school district will end seclusion, improve restraint practices, and provide better special education services to support students with disabilities.
“Students with disabilities should never be discriminated against by experiencing the trauma of seclusion or improper restraint.” “Parents have the right to expect that the school systems they entrust with educating their children do not instead punish their children for having a disability,” said Assistant Attorney General Harmeet K. Dhillon.

If you’ve lived with disabilities or have experience using social services, your insight is invaluable for creating fairer, more effective programs. You’re welcome to apply if you receive public assistance like SNAP or Medicaid, but you cannot work for the Department of Family Services.
