In early July, Yosniel Alginis Villalon Lopez pulled up to Quebec's Lacolle border crossing. His wife, Stéphanie Penta, a Quebecer, was waiting on the other side.
But Yosniel didn't make it into Canada. Instead, the former judge, who fled Cuba after refusing to bow to the communist regime, was detained by ICE.
