Republicans control both chambers of Congress, but they need Democratic backing as they do not have the 60-seat Senate majority required to pass a spending bill. Both sides have been in a bitter standoff over healthcare spending, with Democrats arguing for an extension to insurance subsidies that will expire at the end of the year. Hundreds of thousands of federal workers could now be furloughed or laid off, and President Donald Trump has threatened mass firings. |
