Comprehensive Plan Amendment
SSPA 2023-III-2BR (A&A Contracting) and SSPA 2023-II-1M (7600 Leesburg Pike) - Adopted Text
The 2017 Edition of the Comprehensive Plan has been updated as a result of the following Plan Amendments:
2017-71 – A&A Contracting - On April 11, 2023, the Board of Supervisors authorized the consideration of a Plan amendment for Tax Map Parcel 33-2 ((1)) 1 to consider warehouse or surface parking for vehicle storage up to 0.35 FAR, with specific considerations related to the environment, stormwater and interparcel access. This site was nominated for consideration as part of the 2022-2023 Site-Specific Plan Amendment (SSPA) process. On December 3, 2024, the Board of Supervisors expanded the authorization at the applicant’s request to include additional uses, limiting the contractor’s office and shop up to 10,000 square feet of gross floor area. The authorization was further amended on February 18, 2025, to increase the intensity for the potential contractor’s office and/or shop to up to a maximum of 0.35 FAR.
The Board of Supervisors adopted the A&A Contracting Plan amendment on September 9, 2025. This plan amendment was reviewed concurrently with rezoning application RZ-2020-SU-005, which was also approved by the Board of Supervisors on September 9, 2025.

2017-72: 7600 Leesburg Pike – On April 11, 2023, the Board of Supervisors authorized the consideration of a Plan amendment for Tax Map Parcel 40-1 ((1)) 39 for an option for residential use up 12-16 du/ac, consisting of 122-162 townhome units with maximum height of 50 ft. Specific considerations for this proposal will include potential mitigation related to character of the development, transportation improvements, environment, housing, pedestrian facilities and connections, open space and parks, and adjacent land uses.
On October 14, 2025, the Board of Supervisors adopted the 7600 Leesburg Pike Comprehensive Plan Amendment.
