The primary purpose of the position is to manage a section or team that oversees one or more IT work programs for the Library of Congress. This position involves managing one or more large, multi-year IT initiatives that require execution through multiple interconnected IT programs and/or projects, or an IT portfolio. The incumbent is responsible for leading, coordinating, communicating, and integrating all aspects of the program(s), ensuring their overall success and alignment with the agency’s critical priorities. The incumbent oversees the achievement of outcomes that align with the agency's business strategy, encompassing strategic planning, life cycle management, and capital IT investment plans. Responsibilities also include overseeing and facilitating project selection, prioritization, evaluation, and monitoring, as well as managing costs, schedules, risks, quality, and resource allocation.
