We went up last weekend and the weather was surprisingly clear, though the elevation made it a bit windy near the top. The fire road is still closed for maintenance, so you will want to take the single-track route from the ranger station. I would recommend starting early, around 6:30 or 7, because the afternoon fog rolls in fast once you get above the tree line. There is plenty of parking near the old lodge. I looked into the community garden plot you mentioned and the coordinator said the waitlist is about three weeks long for a raised bed. They have a couple of partial-shade spots near the tool shed that open up sooner if you do not mind limited sun exposure.
