This position is located in Fiscal Operations of the Federal Library and Information Center (FEDLINK), Library Enterprises Directorate. The incumbent in this position serves under the general direction of the Executive Director of FEDLINK. The incumbent is responsible for planning, developing and administering Federal Library and Information Network (FEDLINK) financial activities, a cost recovery revolving fund. Duties include formulating and tracking the annual budget, cost accounting, revenue tracking, and expenditures. The incumbent serves as the technical expert on financial matters and must be knowledgeable about federal budget and financial management procedures or current business practices or accounting principles, practices and controls, including automation as applied to fiscal operations. The incumbent is responsible for knowledge of the workflow and processing operations and statistical gathering and reporting requirements of (FEDLINK), as well as the Library's automated financial management system.

America’s Time Capsule … for 2276

As part of America’s 250th anniversary celebrations, the Library is making a trailblazing contribution to America’s Time Capsule in Philadelphia in July: a tiny metal cylinder holding synthetic DNA encoded with digital copies of items from the Library’s collections, to be opened 250 years from now. Some of the digital copies include: Thomas Jefferson’s rough draft of the Declaration of Independence; “The Star-Spangled Banner” lyrics written in Francis Scott Key’s hand; the 1791 L’Enfant plan for Washington, D.C.; digitized 1890 Native American audio recordings in Passamaquoddy; the canvas drawing of the Blackwell’s Kinfolk family tree, depicting more than 1,500 names; and the Annals of the Congress of the United States.

France: New Fast-Fashion Law Adopted to Limit Textile Waste

France has enacted a law discouraging ultra-fast fashion to reduce the environmental impact of textile waste. The Law of July 8, 2026, includes several measures to reduce pollution caused by ultra-fast fashion, which involves the large-scale manufacture and sale of inexpensive clothing and other textile goods.This new law is part of the French legislative framework regulating fast fashion. The framework also includes the 2020 “Anti-Waste” or AGEC Law, which introduced a financial incentive to repair products to promote the circular economy, and the 2021 “Climate and Resilience” Law, which mandated environmental labeling in certain sectors, including the textile industry.Legal Definition of ‘Ultra-Fast Fashion’The French Environmental Code defines “ultra-express fashion” (mode ultra expresse) or “ultra-fast fashion....
