DI 10505 TN 41 - Evaluation and Development of Employment
Summary: In audit No. A-07-21-51012, the Office of the Inspector General (OIG) recommended that SSA update subsidy policy to include specific instructions for SSA employees to verify, document, and apply the correct subsidy amount. We are updating POMS to incorporate the subsidy instructions found in EM-25023. In addition, we are updating the POMS for overall clarity.

DI 24510 TN 33 - General - Medical Evaluation
Summary: Disability Policy is revising this POMS section for consistency with processes for completing the SSA-416 and MA-416 in the Disability Case Processing System (DCPS). In addition, we are updating guidance for consistency with a new POMS section for adjudicating cases at the reconsideration level.

DI 24510 TN 71 - Residual Functional Capacity (RFC)
Summary: Disability Policy revised this section to clarify partial completion of the residual functional capacity (RFC) in a fully favorable determination and to provide updated guidance on adopting an initial level RFC. In addition, these revisions align with recently revised POMS sections about reconsideration case processing instructions.

DI 27001 TN 11 - Introduction
Summary: Disability Policy (DP) created this new section to provide guidance for adjudicating claims at the reconsideration level. During the Disability Quality Forum, several Disability Determination Services (DDS) identified inconsistencies in the reconsideration instructions. DP drafted the new section to ensure the DDS makes accurate and complete reconsideration determinations and address inconsistencies in existing reconsideration instructions and align with recently revised POMS sections about reconsideration case processing instructions. The section includes updates to our adopting medical assessments and affirming prior determination instructions.
