HUD FY 2026 Continuum of Care Competition
On Friday, August 7, 2026, the United States District Court for the District of Rhode Island posted a Memorandum and Order from United States District Judge, Mary S. McElroy, regarding two related challenges to action undertaken by the United States Department of Housing and Urban Development (HUD) related to the latest Continuum of Care competition notice of funding opportunity (NOFO). The Commonwealth of Virginia joined one of the two suits in July. The Conclusion in the Memorandum and Order states the following:
“For the foregoing reasons, the Court GRANTS IN PART and DENIES IN PART Plaintiffs’ Motions for Summary Judgment and DENIES IN PART and GRANTS IN PART HUD’s Cross-Motions for Summary Judgment. (26-cv-436, ECF Nos. 30, 32; 26-cv-439, ECF Nos. 34, 37.) The Court therefore sets aside HUD’s issuance of the 2026 NOFO in its entirety as violative of the APA. The Court, however, denies Plaintiffs’ request for a permanent injunction. Because, as described above, the Court concludes that the 2026 NOFO may not proceed based on its procedural infirmity, it obviates the need for the Court to rule on the other aspects of the parties’ motions at this time.”
As a result, the Fairfax CoC’s current FY2026 CoC competition process is paused and will not move forward under the existing timeline. Recognizing that HUD has different options it may take at this point, the Office to Prevent and End Homelessness is actively monitoring developments, coordinating with local partners, and will share updates as new information is available.

Virginia Housing Trust Fund - Homeless Reduction Grant
The Virginia Department of Housing and Community Development (Virginia DHCD) has opened the application for the Housing Trust Fund - Homeless Reduction Grant (HTF-HRG). The goal of the HTF-HRG program is to reduce homelessness in the Commonwealth of Virginia. The funding will support communities’ strategies and homeless service projects that are or will be a part of an effective emergency crisis response system to ensure that homelessness is rare, brief, and one time.

The 2027 HTF-HRG program will support three project types:
· Permanent Supportive Housing (housing stabilization services and rental assistance for chronically homeless).
· Rapid Re-housing.
· Underserved Populations Innovation Project.
All applicants will be required to submit their project applications through DHCD’s Centralized Application and Management System (CAMS) to be considered for the 2027 HTF-HRG program and will be due by 11:59 pm Friday, September 18th, 2026.

The Fairfax County Department of Housing and Community Development (HCD) announced the availability of an estimated $1.8 million in federal funding to support the preservation, rehabilitation, and acquisition of affordable rental housing in Fairfax County.
Named the “Housing Re-Up Initiative,” the funds are made available through the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.
Proposal guidelines and submission information can be found on the Fairfax County Department of Housing’s website. Applications are due September 21, 2026, at 4:30 pm EST.
A virtual pre-proposal conference on the application process will be held on August 11, 2026, at 12:00 p.m. (noon).

The Housing Re-Up Initiative funding aims to support Fairfax County’s commitment to safety and affordability through modernizing infrastructure and systems, improving climate resiliency and energy efficiency, reducing operating costs, and enhancing the quality of life of residents.
Projects should align with the Housing and Neighborhood Livability priority area outlined in the Fairfax County 20-Year Strategic Plan. Applicants must use grant funds to rehabilitate or preserve existing or acquire new affordable housing stock, specifically scattered-site rentals or multifamily rentals of 30 units or less.
