Plan Amendments 2023-IV-MV3 (Penn Daw Fire Station, Emergency and Supportive Housing), SSPA 2023-III-11UP (Samuel Morse Drive), SSPA 2023-I-2B (Cavalier Club, 6200 Wilson Boulevard) and 2025-CW-T1 (Active Fairfax Transportation Plan Study) - Adopted Text
The 2026 Edition of the Comprehensive Plan has been updated as a result of Plan amendment 2023-IV-MV3, adopted by the Board of Supervisors on April 14, 2026.
2026-02 – Penn Daw Fire Station and Emergency and Supportive Housing – On December 5, 2023, the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment for the Penn Daw Fire Station, Emergency Shelter, and Affordable Housing at 2801 Beacon Hill Road (Tax Map Parcels 93-1 ((17)) 5, 6, 7, 8, A, and B) in the Mount Vernon Supervisor District. The Board directed staff to evaluate the potential co-location of a replacement fire station, emergency shelter, and affordable housing on the subject property.
During the review process, the affordable housing component was removed due to project funding constraints, and the proposal was revised to include a co-located replacement fire station and emergency and supportive housing facility. The proposal includes a two-story, approximately 24,325 square-foot fire station and a three-story, approximately 55,443-square-foot emergency shelter and supportive housing building.
On April 14, 2026, the Board of Supervisors adopted the Penn Daw Fire Station and Emergency and Supportive Housing Plan amendment. The adopted Plan amendment adds an option for a co-located public facility use at an intensity of up to 0.60 FAR to accommodate the fire station and emergency and supportive housing facility. The Plan amendment was considered concurrently with Rezoning Application RZ 2025-MV-00022, which was also approved by the Board on April 14, 2026.

The 2026 Edition of the Comprehensive Plan has been updated as a result of Plan amendments SSPA 2023-III-11UP, 2023-I-2B and 2025-CW-T1 adopted by the Board of Supervisors on May 5, 2026.
SSPA 2023-III-11UP: On July 25, 2023, the Board of Supervisors re-tiered the Reston TSA Study as a Tier 1 Priority, including the Samuel Morse Plan amendment located on 1810, 1825 & 1850 Samuel Morse Drive [Tax Map Parcels 18-3 ((6)) 7A, 7B and 7C]. The site is located in the Wiehle Reston East TSA, within the Hunter Mill Supervisor District. The adopted Comprehensive Plan recommends office, industrial, institutional and mixed-use at an intensity between 0.5 to 1.0 floor area ratio (FAR). On May 5, 2026, the Board of Supervisors adopted the Samuel Morse Drive Plan Amendment, adding an option for residential use at an intensity up to 1.4 FAR.

SSPA 2023-I-2B : Cavalier Club /6200 Wilson Boulevard – On April 11, 2023, the Board of Supervisors authorized the consideration of a Plan amendment for Tax Map Parcel 51-3 ((1)) 43. The property is located in Land Unit E of the Seven Corners Community Business Center, in the Baileys Planning District, Mason Supervisor District. The subject property is planned for multifamily residential at a density of 16-20 dwelling units per acre. The Board of Supervisors requested that staff evaluate a Plan amendment to add an option for a mix of uses, including 20,000 square feet of retail and an increase in residential density to 20+ du/ac (approximately 300 new multifamily dwelling units). The existing residential structure is proposed to remain.
On May 5, 2026, the Board of Supervisors adopted the Cavalier Club, 6200 Wilson Boulevard Comprehensive Plan amendment.
The adopted text for this amendment (adopted text No. 2026-04) can be found here. This amendment revised the following section of the Comprehensive Plan:
- Area II: Baileys Planning District, Land Unit E within the Seven Corners Community Business Center (CBC) to expand the Seven Corners Opportunity Area with an option to increase residential development potential for Tax Map Parcel 51-3 ((1)) 43.
2026-05 & 2026 P-01 – Active Fairfax Transportation Plan Study - On May 13, 2025, the Board of Supervisors authorized the consideration of a Comprehensive Plan (the Plan) amendment to incorporate the results of a 2019 ActiveFairfax Transportation Plan Study to update and consolidate the Plan’s Bicycle Master Plan and Countywide Trails Plan into a single, comprehensive document called the Fairfax County Active Transportation and Trails Plan. The amendment also included updates to the Transportation element of the Policy Plan to align technical terms, definitions and facility type recommendations, map notes and to remove references to the Countywide Trails Plan and Bicycle Master Plan. Additionally, minor amendments to the Area Plan volumes were necessary to reflect updated references and maintain internal Plan consistency.
On May 5, 2026 the Board of Supervisors adopted the Active Transportation and Trails Plan recommendations, and in follow-on motions directed County staff to work with other County agencies to evaluate changes to the Zoning Ordinance and Public Facilities Manual which may be necessary to reference and align with the adopted Active Transportation and Trails Plan.
