Police have laid murder charges against a man accused of driving an SUV into a crowd attending a Filipino cultural festival this weekend.

Kai-Ji Adam Lo was charged Sunday with eight counts, according to court documents online. Police have said 11 victims died in the car attack and dozens more were injured. It was unclear why only eight counts of murder were laid.
