Washington Gov. Bob Ferguson signed the Recycling Reform Act into law on Saturday.
The legislation, which drew opposition from recyclers, will set up an extended producer responsibility program for paper and packaging — an outcome that advocates in the state have been trying to reach for years. Reimbursements for service providers will begin in 2030, scaling up to 90% come 2032.
