On July 16, 2025, Senior Bureau Official for Near Eastern Affairs Mora Namdar hosted His Excellency Sheikh Abdulla bin Rashid Al Khalifa, Bahrain’s Ambassador to the United States, and Lucy Ferguson, the United Kingdom’s acting Deputy Head of Mission to the United States in Washington, D.C., to mark the United Kingdom’s accession to the Comprehensive Security Integration and Prosperity Agreement. The text of the following statement was released by the Governments of the United States of America, the Kingdom of Bahrain, and the United Kingdom on the occasion of this trilateral ceremony.

The United States, the Kingdom of Bahrain, and the United Kingdom are pleased to mark the United Kingdom’s accession to the Comprehensive Security Integration and Prosperity Agreement (C-SIPA), a framework aimed at fostering broader integration in the Middle East, bolstering mutual deterrence against external threats, and expanding cooperation to advance security, stability, and prosperity in the region. The United States and the Kingdom of Bahrain signed C-SIPA on September 13, 2023, with the clear intent to welcome additional parties in the future. Today we celebrate the United Kingdom’s accession as a third party to C-SIPA, which entered into force on June 19, 2025.

C-SIPA builds upon the historic achievement and vision of the Abraham Accords, signed in Washington, DC, in September 2020, during President Trump’s first administration, a milestone framework that has created the conditions for closer security and commercial ties among countries inside and outside the Middle East who seek peace and prosperity in the region. The Kingdom of Bahrain, which joined the Abraham Accords in 2020, has long been a leader and advocate for realizing the promise of greater regional integration.

Today, the United States, the Kingdom of Bahrain, and the United Kingdom reaffirm their desire to strengthen their strategic cooperation to advance the goals of C-SIPA under the agreement’s three core pillars: 1) defense and security; 2) economic, commercial, and trade; and 3) science, technology, and network security.

In furtherance of C-SIPA’s goals, the parties intend to launch working groups to promote strategic cooperation aligned with C-SIPA’s objectives as we work towards a future for the Middle East characterized by greater regional stability, economic cooperation, prosperity, and technological innovation.
