Judge rules ICE illegally detained Chicago father whose daughter is battling cancer

The United States government’s detention of Ruben Torres Maldonado, the Portage Park man arrested by federal immigration agents while his 16-year-old daughter, Ofelia, is undergoing cancer treatment, is illegal, a federal judge ruled.
