 New Special Event Videos
‘Tis the season! Are you planning a holiday market, Christmas tree sale, parade, or other special event? If your event is open to the public and takes place on private property, you may need a Special Event Administrative Permit. To help you prepare, please view the two informative videos below that explain what qualifies as a "special event" and guide you through the permitting process so your event can run smoothly.

Special Event Overview Video - this video explains what a special event includes, when a zoning permit is and is not required, and the difference between a Tier 1 and Tier 2 permit. This video also provides an overview of how to create a special administrative event permit in the PLUS portal.

How to Submit for a Program of Events Application Video - this video walks through the process of applying for a program of events application in the PLUS portal. This application type is intended for reoccurring events on the same site with limited changes in the event from one year to the next and may include multiple events occurring on consecutive or non-consecutive days.
We encourage you to submit your application at least 30 days prior to the event taking place to ensure all necessary reviews and permits can be issued. Please note that other permits may be required, including permits from the Health Department, Fire Marshal, VDOT, and Department of Animal Services.
