Future EU budget: regions and cities call for stronger cooperation with the EU to prevent widening innovation and social gaps

Local and regional leaders debated on 28 November how the EU long-term budget proposals for 2028–2034 will affect Europe's policies in research and innovation, education and mobility opportunities, social rights, culture and democracy. They warned that centralising funds and excluding regions from decision-making could deepen regional innovation gaps, increase social inequalities and weaken Europe’s competitiveness and long-term development.

Local and regional leaders gave the first greenlight to a draft opinion that aims at improving the European Commission's proposal for the EU long-term budget 2028-34, while starting in-depth work on sectorial regulations that will be part of the Multiannual Financial Framework (MFF).

Members discussed the working group's roadmap for 2026-2027, which puts the focus on the role of regions and cities in leading systemic climate transformation from the bottom up. With negotiations on the EU's next multiannual budget entering a crucial phase, the group underlined the need to ensure long-term financial support for the clean and competitive transition.
