Good morning,

This week, Germany published its first military strategy since World War II. In rolling out the document, German Defense Minister Boris Pistorius said the government’s goal is to develop “the strongest conventional army in Europe.” The release of the plan comes amid Germany’s massive increases in defense spending and a push to recruit more soldiers. “People in Europe have largely been happy to see Berlin rebuild its military to defend against Russia,” Liana Fix wrote earlier this year. “But they should be careful what they wish for.” She warns that Germany’s military ascent could spur resentment among neighbors, ultimately leaving Europe “divided and destabilized by internal competition.” Her argument may or may not convince you, but her framework for what Europe’s leaders will need to get right is worth keeping in mind as this story develops.

Until next week,
