Today, the Centers for Medicare & Medicaid Services (CMS) announced it is seeking comments and feedback from the public on the proposed 2028 Medicaid Home and Community-Based Services (HCBS) Quality Measure Set.
The HCBS Quality Measure Set is a set of nationally standardized quality measures for Medicaid-funded HCBS that is intended to promote more common and consistent use of nationally standardized quality measures in HCBS programs within and across states, create opportunities for CMS and states to have comparative quality data on HCBS programs, and drive improvement in quality of care and outcomes for people receiving HCBS.
CMS is soliciting public comment and feedback on: the proposed mandatory and voluntary measures for the 2028 HCBS Quality Measure Set; how states collect, calculate, and report on data on the proposed measures; the proposed measures for which states are required to report stratified data; the proposed stratification factors for each of the measures for which states are required to report stratified data; the proposed populations for which states are to report the measures; and the proposed reporting schedule.
The public comment period will be open from April 28, 2026, through May 28, 2026.
