Grant Officer’s (GO) Memo 02-26 Payment Management System (PMS) Mandatory Payment Request Justification

Since March 2025, Department of Labor (DOL) grant recipients have been required to enter a brief justification when attempting to draw down grant funding. This memo provides guidance to DOL Veterans’ Employment and Training Service’s (VETS) grant recipients with information regarding the Payment Management System’s (PMS) mandatory payment request justification, VETS’ review and approval of payment request justifications, and examples of acceptable request justifications. 

The new GO Memo 02-26, PMS Mandatory Payment Request Justification, is located on the Active Policy Directory.

A few key points of the memo include:

• Draw requests can be returned for clarification or rejected by VETS staff during review. 
• A rejected request cannot be corrected. Instead, it must be submitted as a new request.
• Always reach out to your Grant Officer’s Technical Representative (GOTR) if you have any questions.
