CMS Releases State Implementation Tool to Help States Implement Section 71109 of the Working Families Tax Cut Legislation
The Centers for Medicare & Medicaid Services (CMS) released a tool (State Implementation Tool for Section 71109) designed to aid states by outlining the policy, operational, and system actions most states will need to take to implement the statutory changes made by section 71109 of the Working Families Tax Cut (WFTC) legislation. While not a comprehensive list of activities, it outlines critical tasks to accurately determine eligibility for full Medicaid and Children’s Health Insurance Program (CHIP) benefits, provide the appropriate scope of coverage, and properly claim federal financial participation (FFP) for noncitizens to ensure compliance by October 1, 2026.
