As we start the New Year, we would like to remind you of a few benefit changes that went into effect on January 1, 2025:

• 2025 benefit elections will take effect on January 1, 2025. If your premium is deducted from your pension check, you will see the 2025 premium reflected in the annuity payment you receive at the end of January. Those paying by direct bill should look for invoices to be mailed by Optum Financial Services, FCPS’ third-party administrator for retiree billing services.
  
  
• Deductibles and out-of-pocket limits reset January 1st. As a reminder, deductibles and maximum out-of-pocket limits reset each January. Therefore, retirees enrolled in the Cigna Open Access plan will see their deductibles reset on January 1. For those employees with Cigna individual coverage, the first $400 of your covered expenses will be applied to fulfill your annual deductible. For employees covering 1 or more dependents, an $800 Family Deductible applies.  This means that the amount you and your dependents pay toward the deductible will be combined to reach the overall $800 family deductible. The Plan will then begin contributing to your health care costs after the $800 family deductible is met.
  
  
• New Cigna cost sharing amounts. Beginning January 1, your Cigna health insurance plan will include changes in deductibles, co-pays, out-of-pocket maximums, and out-of-network coinsurance rates. Please see the 2024/2025 Plan Comparison for more details. 
  
  
• Cigna out-of-network coverage. Most Cigna out-of-network coinsurance will be 70% of the allowed amount after the deductible is met. Out-of-network mental health and emergency room coinsurance remain at 90% of the allowed amount after the deductible is met. Out-of-network urgent care coinsurance coverage also remains at 90% of the allowed amount, however the deductible does not apply. See Benefits At-A-Glance for details. 
  
  
• Cigna Vision will be serviced by EyeMed (previously VSP) for those employees covered under the Cigna Plan. Click here to see a list of EyeMed’s in-network providers. For submitting out-of-network vision claims, use the VSP claim form for dates of service prior to 1/1/25, and use the EyeMed claim form for dates of service 1/1/25 and later. (This plan is only available to non-Medicare-eligible retirees).
  
  
• Formulary updates for 2025. As a reminder, the formulary list for SilverScript and KPMA are set to update quarterly. Please review the updated list to make sure your medication is covered.
  
  
• The new Medicare Prescription Payment Plan (M3P) has started January 1 for all Medicare Part D retirees and their dependents. This allows more payment flexibility by spreading out your copays during the course of the year.
