January 2025 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on as many as 30 items at its Regular and Recessed County Board Meetings. The Regular meeting will be held on Saturday, January 25, 2025, at 9:30 a.m., and the Recessed Meeting on Tuesday, January 28, 2025, at 1:30 p.m.  

The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Please visit the County website for information on speaking at a County Board Meeting. 

Virtual participation options are available to the public through Microsoft Teams.  If you are sick, please consider watching the meeting's live webcast or cable broadcast or participating virtually via Microsoft Teams. More information on how to participate or watch virtually is provided below. 

Comment on Agenda Items and Speak at the Meeting 
Please send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items. 

If you wish to comment during the Public Comment period at the start of the Regular Hearing or on a Regular Public Hearing Item, please register in advance on the County Board website. You may also call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

All County Board meetings are live-streamed on the County website and on YouTube. They are also broadcast live on Arlington TV, the County's cable channel, with live captioning on Comcast 25 & 1073 (HD) and Verizon FiOS 39 & 40. Saturday, January 25, 2025 – Regular County Board Meeting
Item 28 – Scapegoat Beer Garden Site Plan Amendment and Use Permit Request
The Board will consider a site plan amendment and use permit request associated with Scapegoat Beer Garden located at 556 22nd St. S. The subject site plan amendment is to approve three unenclosed platforms for outdoor cafés, which were constructed in parking spaces without permits. This amendment will bring them into compliance and will modify the parking and landscaping requirements of the Zoning Ordinance. The use permit request is to operate an outdoor café with more seats outdoors (208) than indoors (79). Given community concerns regarding the impacts of the outdoor seating cafe, the applicant has agreed to 19 site plan conditions to mitigate negative impacts on the surrounding neighborhood, should the Board approve this item.

Item 29 – Tyndale School Use Permit Enrollment Expansion
The County Board will consider a use permit amendment to expand enrollment capacity from 40 students up to 80 students at an existing private elementary and middle school (Tyndale Christian School), located at 712 and 716 North Barton Street. Due to community concerns regarding the operation of the school related to parking, pick-up/drop-off, noise, and accessory uses on the site, the applicant has agreed to additional conditions associated with parking. The County Manager also recommends approval with a County Board review in one (1) year and six (6) months (July 2026). If approved, this use permit amendment will allow for a full academic year as the evaluation period for school operations.

Tuesday, January 28, 2025 – Recessed County Board Meeting 

The Recessed Meeting will begin at 1:30 p.m. with a closed session, followed by reports from the Board and County Manager no earlier than 3:30 p.m. Agenda items will be heard no earlier than 6 p.m.

Item 30 – Site Plan Amendment & Amendment to Ground Lease re Cherrydale Health & Rehabilitation Center
The Board will also consider a request for a site plan amendment to permit the operations of in-patient services in the existing basement of the Cherrydale Health & Rehabilitation Center located at 3710 Langston Blvd. The applicant is proposing a modification to the approved site plan (SP#116) to permit these in-patient services and to install a dialysis center to support healthcare services and lessen logistical burdens for existing residents at the center with chronic kidney disease. Current conditions restrict the use of the basement to non-patient uses. Staff proposes conditions of approval for this site plan amendment to address several identified community concerns regarding the loading dock enclosure to enhance operations and strengthen communications with the neighborhood.

After consideration of this item, the Board will then convene as the Arlington Health Center Commission, a public body corporate as the landlord, to consider an amendment to the ground lease with the Cherrydale Health and Rehabilitation Center as tenant for this property. Approval of this item would extend this lease through June 30, 2071, and would require the tenant to operate continuously and make certain improvements to the premise. This amendment is needed to facilitate the Center’s financing plans for their improvements. 

Public Hearings
The Board will hold a public hearing no earlier than 6:00 p.m. and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.
